Verse 1 Paul says that his heart’s desire is to see the people of Israel saved. He wants the Jews to accept Jesus and believe that Jesus is God’s son, and that he died on the cross for their sin.
Verse 2 Paul says I know from experience that the Jewish people have great zeal and energy and interest in the things of God, but they do not do these things with knowledge.
In other words, even though they are religious they are ignorant and do not have understanding of some things.
Verse 3 They are ignorant not knowing and not understanding of God’s righteousness.
They go about trying to be righteous in their own strength and works. They have not submitted themselves unto God and received his righteousness.
They are trying to keep the law thinking that will make them righteous before God.
Verse 4 Christ fulfilled the law. This ended the need of the Old Testament laws.
To those who believe in Jesus Christ God makes them righteous.
Verse 5 Moses talks about righteousness that is of and by the law.
A person who wants to be right with God, must keep all of the law.
Verse 6 Righteousness which is of faith is different.
Do not say, “Who will go to heaven to bring Christ down to us?”
Or “Who will go down into the deep or the place of the dead to bring Christ up?”
Salvation is very near to you. Being right with God, is near to you. It is the word of faith that we preach to you.
Verse 9 If you will confess with your mouth the Lord Jesus and believe in your heart that God has raised him from the dead
you will be saved.
Verse 10 For with the heart man believes unto righteousness and with the mouth confession is made unto salvation.
Verse 11 The scripture says “Whoever believes on him shall not be ashamed.” (Isaiah 49:23 “….you will know that I am the Lord, and they that wait for me will not be ashamed.:”
Verse 12 There is no difference between Jew and Greek (or Gentile non-Jews). The same Lord is over us all and he is rich unto all who call upon his name.
Verse.13 For whosoever shall call upon the name of the Lord shall be saved.
Verse.14 How will they be able to call upon his name unless they have believed? How shall they believed if they have not heard about him? How shall they hear about him unless a preacher or someone tells them?
Verse 15 How shall they go preach unless someone sends them?
(It seems that Paul is saying, a person needs money to travel around preaching, and he needs people to help by giving money to help pay the way. So in a way, they are “sending” him by helping to make is possible.)
Paul quotes Isaiah 52:7 and Nahum 1:15 “How beautiful are the feet of them who preach the gospel of peace and bring happy news of good things.”
Verse 16 But they have not all obeyed the gospel. Isaiah said,
“Lord who has believed our report?” Isaiah 53:3
Verse 17 Faith comes by hearing and hearing (or spiritual understanding) comes by hearing the word of God.
Verse 18 Paul says, Have they heard?
Paul answers: Yes, they have heard. The word of God has gone
into all the world.
Verse 19 Did Israel know? Moses said, “ I (God) will make you jealous of the people who you think are “nobody”–”less than you”. I will make you jealous of someone you think of as a “foolish nation”.
Verse 20 Isaiah says “I (God) was found of them that did not look for me. I was shown to them that did not ask after me.”
Isaiah 65:1
Verse 21 To Israel he said: “All day long I have reached out my hand unto a people who would not obey—– to people who deny me and argue and will not believe me.” Isaiah 65:2
(We know that God told Peter to go to a Gentile man’s home and preach to him. Paul was called to preach to the Jews first, and if they did not receive him, to go to the Gentiles and preach.
Paul did this in all of his travels. He went to the Jews in the town first to preach to them. If they would not listen or believe, then Paul began preaching to the Gentiles in the town.
The Gentiles received the gospel and believed. They received the salvation that Jesus gave them.
In this way, the Jews would be “jealous” of them. Because the Gentiles had received salvation, but the Jews had not.
It was because one group was willing to believe and the other group would not believe.)
